How to Pay for Steam and PlayStation Store from Russia

Game stores are strict about account regions. Here is how to pay for Steam and the PlayStation Store with a foreign card and what to expect from regional pricing.

Grabbing a game on sale, renewing PS Plus, topping up your wallet before a long-awaited release — none of it has worked with Russian cards since 2022. Steam still operates in Russia, while the PlayStation Store has closed purchases for Russian accounts. A foreign card solves the payment part, but game stores have their own specifics: account region, wallet currency and regional pricing. That is what this post covers.

What changed in 2022

  • Steam stopped accepting Visa and Mastercard cards from Russian banks, but the store itself is available in Russia, and prices for the Russian region are still shown in rubles.
  • PlayStation Store suspended sales in Russia: Russian-region accounts cannot buy games or subscriptions, and Sony does not let you change a PlayStation Network account's region.
  • Mir cards are not accepted by foreign stores.

In both cases you need a card issued abroad. But whether the store accepts it depends on the region your account is registered in.

Which card works

Orris Universal is a virtual Visa Signature card issued in Singapore (a Singapore BIN) with a US dollar account. It supports 3‑D Secure and has a monthly limit of $50,000, which is plenty for big purchases. By card country, it fits Singapore-region accounts best. Keep in mind that Singapore stores usually price in Singapore dollars (SGD), so a 3% conversion fee is added to purchases. The decision to accept a card always rests with the store.

  1. Sign up for Orris with email or Telegram.
  2. Top up your balance with USDT (TRC-20, TON or ERC-20). The fee is 4%, 1 USDT = $1. Top-ups via SBP and Russian cards are coming later — they are not available yet.
  3. Pay the card issue fee from your balance — 1,990 ₽ once, no monthly fee. Card details usually appear in your dashboard within seconds.
  4. Move the amount you need to the card — free from your balance. Remember that each successful purchase costs $0.50.
  5. Add the card to Steam or your PlayStation account and confirm the payment with 3‑D Secure if the store asks.

Steam: wallet and store region

Every Steam account has a store country and a wallet currency. The country is set at your first purchase, and you can change it only while you are in the new country and pay with a payment method from there — and no more than once every three months. The wallet currency changes together with the store country. So if your account is Russian, prices and the wallet stay in rubles — a Singapore card does not change that.

What this means in practice:

  • A Singapore-region account. The card country matches the store country. Prices and the wallet are in Singapore dollars, so you are charged the purchase price, 3% for conversion and $0.50 per transaction.
  • A Russian-region account. Steam may accept a foreign card or may decline it — that is up to the store. If the payment goes through, the amount is in rubles, and 3% for conversion is added.
  • A US or other-region account. Steam may decline a card issued outside the store country — and a Singapore card will not switch your account region unless you are actually in Singapore.
  • Region-locked keys and gifts. Some games and keys are tied to a region and will not activate on an account from another country.

Why topping up the wallet is better

Instead of paying for each game with the card, you can top up your Steam Wallet with a larger amount and buy from it. Top-ups come in fixed amounts. The benefits:

  • One card transaction instead of several — so you pay $0.50 once, not for every game.
  • During a sale you do not have to wait for a payment to clear: the money is already in your wallet.
  • Wallet funds can be spent on in-game purchases and on the Steam Community Market.

Do not try to change your Steam region artificially to get lower prices. Steam's rules prohibit misrepresenting your location, and the account — along with your entire game library — may be restricted. Regional prices are honestly available only to people who actually live in that country.

PlayStation Store and PS Plus

PlayStation is stricter. A PlayStation Network account's region is chosen at sign-up and never changes. If your account is Russian, you cannot currently buy games or PS Plus on it with any card. So paying with a foreign card makes sense for those who have an account in another region. For an Orris card that means a Singapore-region account — for example, one created while living, working or studying in Singapore.

  • The card country must match the account region. A Singapore card works for a Singapore account, but most likely cannot be added to a US or European one; Sony may also check the billing address.
  • PlayStation wallet. As with Steam, it is convenient to top up the wallet in one transaction and buy from it.
  • PS Plus. The subscription renews automatically — from your payment method or wallet. If you do not want it to renew, turn off auto-renew in your account settings: freezing the card does not cancel the subscription.
  • A new account in another region is a separate library. Games and subscriptions from a Russian account do not transfer to it, and cloud saves are separate too.

PS Plus tiers, their contents and prices depend on the region and change from time to time, so check the PlayStation Store for your country. On the Singapore PlayStation Store prices are in Singapore dollars, so a USD card adds a 3% conversion fee.

How not to overpay on fees

Before buying, check which currency the store bills in. If it is dollars, you pay only the price and $0.50 per transaction. If it is another currency, 3% for conversion is added, and you need a slightly bigger buffer on the card. Make large purchases and wallet top-ups in one transaction rather than a series of small ones: each successful transaction costs $0.50, and each declined one costs $0.60. And keep the card limit in mind — $50,000 per month.

Why a game store may decline a payment

  • The account region does not match the card country. The most common reason, especially on the PlayStation Store.
  • A mistake in the billing address. The store checks the address and postal code against the card data (AVS).
  • A filter on virtual and prepaid cards. Each store has its own anti-fraud rules.
  • Not enough money including fees. Account for $0.50 per transaction and 3% if the amount is not in dollars.
  • 3‑D Secure was not completed, or the card's monthly limit is used up.

Each declined payment costs $0.60, so do not retry many times in a row — find the cause first. See the detailed breakdown in why card payments get declined, and if something is unclear, contact support.

A separate card for games

Orris lets you issue several cards. A separate gaming card helps you avoid overspending during a sale: it holds exactly what you are ready to spend on games this month. Subscriptions like PS Plus are convenient to keep on their own card, just like Netflix and Spotify or the App Store. If you no longer need a subscription, turn off auto-renew in the store — freezing the card only declines new payments. All fees are on the pricing page.

FAQ

Can I top up a Steam Wallet with an Orris card?

Most likely yes, if the account is in the Singapore region: the card country matches the store country. The top-up is in Singapore dollars, so 3% for conversion is added. On an account from another region, Steam may accept the card or decline it — that is the store's call.

Will paying with a Singapore card change my Steam region?

No, the card alone does not change the region. Steam changes the store country only when you are in the new country and pay with a payment method from there.

Can I buy PS Plus on a Russian account?

No. The PlayStation Store suspended sales in Russia, and a PlayStation Network account's region cannot be changed. Card payments are possible on an account from another region.

How much does buying a game with an Orris card cost?

The game price plus $0.50 per successful transaction. If the store charges in a currency other than dollars, 3% for conversion is added. Issuing the card costs 1,990 ₽ once, with no monthly fee.

Do I need documents to get a card?

Email or Telegram is enough to sign up. In some cases documents may be requested — this can be required by law or the issuer's rules.

Summary

You can pay for Steam and the PlayStation Store with a foreign card, but the account region decides. On Steam, a Singapore card fits a Singapore-region account best (prices there are in SGD, so conversion is added), while on a Russian account acceptance is not guaranteed. On the PlayStation Store, purchases are possible only on a non-Russian account — for an Orris card, a Singapore one — and the region cannot be changed. Top up your wallet in one transaction, keep a buffer for fees, do not play games with regions — that way the risk of declines and account trouble is lower.
